CHAPTER ONE
INTRODUCTION
Background of the study
Cameroon, like to several African countries, has seen substantial political changes since its liberation from colonial domination. Democratisation, which refers to the shift from authoritarian rule to democratic government, has been a significant aspect of Cameroon's history since gaining independence from colonial rule. Nevertheless, the process of developing a strong democratic system has been hindered by several difficulties, including historical influences, socio-economic inequalities, ethnic variations, and governance systems inherited from the colonial period (Ndlovu-Gatsheni, 2015). The history of Cameroon is characterised by colonisation, during which distinct sections came under the dominion of different European countries, predominantly Germany and France. Subsequently, during World War I, the country was partitioned between France and Britain. The colonial heritage has had a significant influence on the socio-political environment of the nation, moulding power dynamics, ethnic interactions, and systems of government. Following independence, there was a concentration of power among political elites, often resulting in authoritarian governance and the marginalisation of dissenting voices. In response to both internal and foreign pressures, including the influence of civil society groups and international organisations lobbying for democratic changes, Cameroon began a process of democratisation in the early 1990s. During this time, multi-party politics were introduced, a new constitution was drafted, and competitive elections were held. Nevertheless, the shift towards democracy has been tarnished by anomalies, accusations of election manipulation, and violations of human rights, which cast doubt on the genuineness of the government's dedication to democratic values (Nyamnjoh, 2015). Cameroon, which is still grappling with the aftermath of its colonial past, is a fragile state due to political fragmentation caused by cultural differences between the Anglophone and Francophone populations (Nyamnjoh, 2019). The political state of Cameroon is divided due to its complex colonial history and the presence of several ethnic groups in the nation. The inherent ethnic variations were exacerbated by the colonial legacy, which not only resulted in a dual-cultural nation but also entailed a flawed governance system characterised by clientelistic structures that persisted even after the departure of the colonial powers. This kind of hereditary framework has exacerbated the division along ethnic lines, hence complicating the establishment of statehood in several fields (Veronelli, 2015). The demand for effective governance in Cameroon, as well as in other African nations, can be attributed to the inadequate governance systems inherited from colonial rule and the detrimental governance practices established by the early post-independence administrations of President Ahidjo and his successor, President Paul Biya. Ultimately, the process of democratisation in post-colonial Cameroon has been a multifaceted and arduous undertaking, marked by both advancements and obstacles. Although there has been progress in achieving political liberalisation, the ongoing difficulties in governance provide substantial barriers to the establishment of a stable democracy (Tlostanova, 2015). To tackle these difficulties, it is necessary to adopt a comprehensive strategy that gives importance to institutional changes, upholds human rights, and promotes inclusive governance methods with the goal of building both national cohesion and long-lasting growth. Therefore, the researcher sought to assess democratization and governance challenges in post-colonial Cameroon.
1.2 Statement of the problem
Cameroon, like to most countries that emerged from colonial rule, has seen substantial political changes since its independence. Nevertheless, despite the desire for democratisation and inclusive government, the nation nevertheless faces ongoing obstacles that hinder the achievement of these goals. This study seeks to examine the complex challenges related to the process of democratisation and governance in post-colonial Cameroon. It intends to identify significant barriers and explore possible strategies for improvement (Santos, 2016). The main challenge comes in comprehending the intricate interaction of historical legacies, institutional frameworks, and socio-cultural variables that influence the development of democratisation in Cameroon. Although there have been beginning attempts to promote democratisation, such as holding elections with several political parties and implementing constitutional changes, the establishment of democratic principles and behaviours is still difficult to achieve. The concentration of political power within elite circles exacerbates concerns like as corruption, nepotism, and lack of accountability (Ntangsi, 2018).
Moreover, the governance difficulties in Cameroon transcend beyond the realm of politics and also include socioeconomic gaps, ethnic conflicts, and regional inequities. Marginalised groups, such as ethnic minorities and rural communities, often encounter systematic prejudice and encounter barriers to accessing resources and representation. This exacerbates societal instability and weakens attempts to construct a unified and all-encompassing national identity (Rothstein and Stolle, 2018). Furthermore, Cameroon's governance dynamics are influenced by external variables, such as its dependence on foreign assistance and geopolitical interests. These factors contribute to the emergence of extra complications and vulnerabilities. The enduring impact of colonialism, characterised by arbitrary boundaries and enforced administrative systems, persists in shaping the political landscape of the nation, leading to tensions and conflicts among various ethnic and linguistic groups (Rothstein and Stolle, 2018).
To tackle these difficulties, it is necessary to have a thorough grasp of the fundamental factors and processes that influence the establishment of democracy and government in post-colonial Cameroon. This study seeks to contribute to the advancement of well-informed policies and initiatives that foster sustainable democratic governance, social cohesion, and equitable development in the nation by identifying significant barriers and exploring possible remedies. Hence, the study assess democratization and governance challenges in post-colonial Cameroon.
1.3 Objective of the study
The broad objective of the study is to assess democratization and governance challenges in post-colonial Cameroon. The specific objectives is as follows
To assess the historical context of democratization in post-colonial Cameroon.
To analyze the governance challenges faced by Cameroon in its democratization process.
To explore the socio-political factors influencing democratization efforts and governance outcomes in post-colonial Cameroon.
1.4 Research questions
The followings questions have been prepared to guide the study
What are the key historical events and processes that have shaped the democratization trajectory in post-colonial Cameroon?
What are the main governance challenges hindering effective democratization in contemporary Cameroon?
How do socio-political dynamics, including ethnic diversity, historical legacies, and international influences, impact democratization and governance in post-colonial Cameroon?
1.5 Significance of the study
The findings of the study will be significant to the following
Cameroon government: Cameroon faces numerous governance challenges, including corruption, human rights abuses, ethnic tensions, and socioeconomic inequalities. Examining these challenges sheds light on the complexities of governing a diverse post-colonial society.
Academia: the findings of the study will be significant to the academic community as it will contribute to the existing literature.
1.6 Scope of the study
The study focuses on democratization and governance challenges in post-colonial Cameroon. Empirically, the study will assess the historical context of democratization in post-colonial Cameroon, analyze the governance challenges faced by Cameroon in its democratization process and explore the socio-political factors influencing democratization efforts and governance outcomes in post-colonial Cameroon.
1.7 Limitations of the study
Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.
